National Antibody Identification Card

Create a service that issues a secure bio-metric pass (perhaps a card) for those who volunteer to be tested post infection for internal antibodies created in response to a viral infection.

The possession of said pass entitles the holder exemption from restrictions related to a pandemic outbreak of a virus their new antibodies now protect them from. For example entering vulnerable peoples homes to deliver a service or to support or visit care homes to see relatives or help out.
