Reform of the property market

1.       Establish a National Independent Valuation Agency (NIVA)
1.1.    To value all property that is to be sold or rented
1.2.    To ensure that house price increases do not distort the national or local economy or society
1.3.    To facilitate the movement of labour to meet economic needs
2.       Establish a National Estate Agency (NEA)
2.1.    Which purchases all property that is to be sold or rented, unless a property is to sold below the valuation price set by the NIVA.
2.2.    Either sells or rents properties in its portfolio dependant on local and national housing demands (including information based on local authority submissions to the NEA)
