Finance - Migration of financial assets

If a UK citizen or someone who has been resident in the UK for more than 5 years migrates and 1. Resides outside of the UK for more than 10 years and 2. Has assets greater than £3 million they shall be charged a migration fee of 40% of the sum of their assets.
