Newspapers and other news publications which include less than 60% pure news (reporting the facts of an event and not including comment or opinion in the same article) will not be permitted to publish or fined. Newspapers can publish up to 40% comment or opinion, but the reader must be clear this is not factual information or a slanted perspective version of the facts of an event. Failure to do so will again prohibit further publication or proportionate fines. A new Press Accuracy Agency (PAA) will be established to ensure readers are protected from biased accounts presenting themselves to be true renditions of an event. An investigation by the PAA will be triggered by a complaint to it by a person involved in the reported event or those that are closely affected by it.
