Funding of "additional" NHS services correlated to consumption of products not conductive to health.
Introduction of a free membership card through which holders purchase tobacco and alcohol products. Each persons purchase is recorded in a scheme database. Purchase of such products is only permitted to a holder of a membership card.
The cost of any NHS funded treatment for a condition linked to consumption of alcohol or tobacco is, by reference to the collective patients purchase history levied* against the manufacturer of the products consumed by the card holder.
